About

The Liberia National Law Enforcement Association (LINLEA) is a membership-based, non-partisan and non-profit organization, established in March 1994 to represent the interests of Liberian law enforcement personnel - both current and retired police officers, immigration, fire service, and other state security personnel, corrections officers and industrial and private security personnel. It provides a national platform for the exchange of information, analysis and recommendations on security sector governance. Through its core programs, LINLEA promotes and enhances professionalism in Liberia’s security sector institutions (SSIs); monitors SSIs compliance with accepted standards related to professional conduct and respect for human rights; advocates for improved working environments for security sector personnel; and protects the rights of Liberian law enforcement personnel. 

Security Sector

LINLEA has been involved in security sector reform and governance issues since 1996, and is the lead civil society organization focusing on these issues. LINLEA coordinates the civil society working group on security sector reform and has worked with key security institutions in developing policy and procedural documents, codes of conduct and has provided capacity building training for security personnel. LINLEA has also contributed toward the shaping of security related legislations to include the Liberia National Police Act, the Liberia Immigration Service Act, the Liberia Drug Enforcement Agency Act, the New Controlled Substance and Drugs Abuse Act, the National Security Reform and Intelligence Act, etc., and is engaged with the Ministry of Justice for the development of the Public Safety Reform Act which will include the Private Security Providers Act.

Partners

LINLEA has also worked with both national civil society groups and international partners to promote SSR and security governance and was instrumental in the establishment of the National Coalition of Civil Society Organizations of Liberia (NACCSOL), and the Civil Society Security Sector Working Group. LINLEA has worked with or is affiliated with many regional and international organizations including:
